Award a Construction Contract to Doja, Inc. for the Construction of the loth and Flower <br />Park and 10th and Flower Stormwater Capture Projects <br />April 21, 2026 <br />Page 4 <br />A total of nine responsive bids were received. Doja, Inc. submitted the lowest <br />responsive base bid in the amount of $4,280,000 (Exhibit 2). As specified in the bid <br />documents, the lowest bid shall be determined on the basis of the Base Bid. The add - <br />alternate scope of work in the bid package includes the installation of shade sails, <br />learning elements, and a restroom. The total bid including the add -alternate scope of <br />work is in the amount of $4,649,580 and still collectively lower than the other bids <br />including the alternative. Based on the bid analysis and a contractor's reference check, <br />staff recommends awarding the construction contract, including the add -alternate scope <br />to Doja, Inc. (Exhibit 3). <br />This will be the first project Doja, Inc. will complete for the City of Santa Ana. Doja, Inc. <br />has successfully delivered similar projects for other public agencies, most recently <br />completing a park improvement project for the City of Hawthorne that included <br />landscape, concrete, restroom construction, earthwork, electrical, and demolition <br />improvements. Based on positive contractor reference checks, staff is confident that <br />Doja, Inc. has the experience and capability to successfully complete the construction <br />of the loth and Flower Park and water quality improvements. <br />Project Delivery <br />To deliver a complete project, in addition to the construction contract, the estimated total <br />project delivery cost includes a budget allocation for construction administration, <br />inspection, and testing.
