Police Department <br />www.santa-ana.org/pd <br />Item # 10 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />April 21, 2026 <br />TOPIC: June 2025 Anti-ICE Demonstrations – SAPD Response Update <br />AGENDA TITLE <br />Update on Santa Ana Police Department Response to June 2025 Anti-ICE <br />Demonstrations <br />RECOMMENDED ACTION <br />Receive and file. <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />On February 3, 2026, the City Council directed the City Manager to have the Santa Ana <br />Police Department (SAPD) conduct and present a comprehensive review of the <br />Department’s response to the Anti-ICE demonstrations that occurred in June 2025. This <br />report provides a summary of operational actions, resource deployment, and compliance <br />with applicable policies and legal standards. <br />Beginning June 9, 2025, the City of Santa Ana experienced a series of civil <br />demonstrations consistent with regional ICE activity. These events were primarily <br />concentrated in the downtown area, public parks, and key transit corridors. In response, <br />SAPD implemented a coordinated, multi-day operational plan designed to protect <br />individuals’ First Amendment rights while ensuring public safety and safeguarding critical <br />infrastructure. All operations were conducted in accordance with Department policy, <br />California Commission on Peace Officer Standards and Training (POST) guidelines, and <br />applicable state law, with a continued emphasis on de-escalation, proportionality, and <br />accountability. <br />To meet operational demands, SAPD increased staffing levels, implemented personnel <br />rotations to mitigate fatigue, and requested mutual aid from regional law enforcement <br />partners.
