CITY OF SANTA A� <br />ooe <br />Councilmember-Requested Item Report <br />DATE <br />April 21, 2026 <br />TOPIC <br />Resolution requesting that the State Legislature amend AB 645 to allow the City of Santa Ana to <br />establish a Speed Safety System Pilot Program as soon as possible. <br />COUNCILMEMBER-REQUESTED ITEM TITLE <br />Discuss and consider directing the City Manager to direct City staff to draft and bring back a <br />resolution for Council consideration that would be sent to Assemblymember Avelino Valencia <br />and Senator Tom Umberg, requesting that the State Legislature amend AB 645 (Friedman) to <br />allow the City of Santa Ana to establish a Speed Safety System Pilot Program as soon as <br />possible. <br />DISCUSSION <br />State Assembly Bill AB 645 was approved on October 13, 2023 to permit selected cities to <br />establish a Speed Safety Pilot Program to run until January 2032. The initial measure included <br />six cities: Los Angeles, San Jose, Oakland, Glendale, Long Beach, and the City and County of <br />San Francisco. <br />AB 645 authorizes these six cities to establish a Speed Safety System Pilot Program if the <br />system meets specified requirements. A speed safety system, as defined by AB 645, is "a fixed <br />or mobile radar or laser system or any other electronic device that utilizes automated equipment <br />to detect a violation of speed laws and obtains a clear photograph of a speeding vehicle's <br />license plate." Automated enforcement technology, such as cameras and radar/laser sensors, <br />are used to detect vehicles traveling over the speed limit and take a photo of the rear license <br />plate to issue citations. <br />The bill requires a participating city to adopt a Speed Safety System Use Policy and a Speed <br />Safety System Impact Report before implementing the program. The bill requires the <br />participating city to engage in a public information campaign at least 30 days before <br />implementation of the program, including information relating to when the systems would begin <br />detecting violations and where the systems would be located.
