According to custodial staff, during <br />the time FERNANDEZ was away, VALENZUELA should have performed two inmate checks. <br />At approximately 1:39 a.m., FERNANDEZ resumed her scheduled inmate welfare checks <br />and came upon cell D24, cell. FERNANDEZ observed suspended above the floor <br />with a bed sheet that was modified into a ligature around his neck. <br />Additional jail staff were requested and responded to the cell. Jail personnel began life- <br />saving measures, and requested medical aid. Orange County Fire Authority responded to the <br />scene and transported to a local trauma center. At approximately 2:15 a.m., <br />pronounced deceased.
