Recommended Action: <br /> 1. Adopt the environmental determination for Amendment Application (Zone <br /> Change) No. 2026-02, finding that the Project is within the scope of the 2022 <br /> Santa Ana General Plan Environmental Impact Report (EIR) (SCH No. <br /> 2020029087) and is exempt from further environmental review pursuant to <br /> CEQA Guidelines Sections 15162 and 15061(b)(3); and <br /> 2.
