Quijas a picture of the scene in order to point out the police vehicle she was riding in at the <br />time of the incident. The following is a summary of the incident. <br />Officer N. Quijas told us they were in the northeast portion of the city when a call came out of a <br />shooting that just occurred. Officer N. Quijas stated the information by dispatch was very detailed. As <br />they were driving towards the area they began receiving information via police radio regarding the <br />suspect and the suspect vehicle. Officer N. Quijas remembers hearing that the shooting occurred on <br />Bishop or Chestnut. They stated the suspect was wearing a red sweater driving a white truck. Officer N. <br />Quijas said as they continued driving to the location she heard an officer over the radio say he had the <br />suspect vehicle. Officer N. Quijas said she turned on Main Street heading southbound and at this time <br />saw the motor officer behind the white truck. Officer N. Quijas said as she continued driving <br />sorithbound she looked to her left and saw the red sweat shirt and her partner also made the comment. <br />Officer N. Quijas said they made a U-turn and they got behind the vehicle at which time they are now <br />facing northborind. Officer N. Quijas said they assumed the primary position behind the truck. They <br />activated their lights and the vehicle stopped. At this time they knew they had a suspect who had shot at <br />someone not knowing if someone was hit. At this time she began to give verbal commands to the driver <br />to tiirn the car off, let me see your hands but he was not responding. She said her partner Officer D. <br />Garcia who is a fluent Spanish speaker took over the verbal corniuands, but the subject was not <br />responding. <br />Officer N. Quijas said she saw the subject get a silver semi-automatic handgun and saw the subject rack <br />the gun to chamber a round. They continue to give him comi'nands, but he was not following the <br />commands. Officer N. Quijas saw the subject bring the gun up to his chin while her partner continued <br />giving commands. Officer N. Quijas said the subject fired one rorind hitting himself somewhere in the <br />face. After he shot liimself they heard the engine reeve as if his foot was on the gas pedal. Officer N. <br />Quijas said within a few minutes the engine stops reeving and she figures the subject is not dead. She <br />observes the subject lean back on the seat. Officer N. Quijas observed the suspect wipe the blood off his <br />face as Officer D. Garcia continued to give him commands and asking him to exit the vehicle, which he <br />did. When the suspect exit the vehicle he was facing north bound then he turned his body facing south <br />bound towards them. Officer N. Quijas said as he turned towards them she was able to see he still had <br /> thegun in his hand-and Officer-D.-Garcia-cont-inued-to-giyecornrnands.-She-bel-igved-thei-subject-was <br />going to put the weapon down and surrender, but instead he stood rip from a crouch position with the <br />weapon in his left hand and pointed it at them. Officer N. Quijas said at this time she fired two rounds in <br />the subject's direction. <br />Investigator R. Smith asked Officer N. Quijas if she saw the subject do anything else after he wiped the <br />blood from his face and she said, "Yes." It looked like the subject was trying to make a phone call. She <br />said she saw him with the phone in his hand. Officer N. Quijas was ttaying to see if it was a gun or the <br />phone she believed the phone was white in color. Officer N. Quijas was able to identify the object as the <br />phone. She said when the subject stepped out of the vehicle he had the gru'i in his left hand. She said the <br />subject was hunched down and the gun was at thigh level at first. Officer N. Quijas said the subject <br />stood up and pointed the gun towards their direction. Investigator R. Smith asked Officer N. Quijas if <br />when the subject stood up was she able to clearly see him armed with the gun and she said, "Yes." <br />Investigator R. Smith asked Officer N. Quijas if he dropped the gun and she said, "No." Investigator R. <br />Smith asked Officer N. Quijas if he began to raise it and she said, "Yes." Investigator R. Smith asked <br />Officer N. Quijas why she shot. Officer N. Quijas said she shot because she had information he had <br />committed a shooting, based on the information provided, multiple callers they had received and based <br />on her experience this was something serious. Officer N. Quijas said he then also tried to kill himself. <br />Officer N. Quijas described this as almost being text book suicide by cop. Officer N. Quijas explained <br />that this subject was determined to do anything to die on that day. Officer N. Quijas believed that by him <br />pointing the gun towards them he would fire rounds in order for us to kill him. Officer N. Quijas said her <br />partner would have been in his line of fire plus pedestrians in the area. Officer N.
