Upon arrival, <br />observed that OCFA Truck 75 was already on scene, and appeared to be assessing OSORIO. <br /> was directed to OSORIO by personnel from Truck 75. <br /> observed OSORIO lying face down on the driver side of a white truck. When <br /> reached OSORIO and began to assess him, SARABIA observed a gun on the ground <br />near the left rear tire of the truck. There was also a large amount of blood under OSORIO. <br /> found that OSORIO had no mechanical pulse and was in full arrest. OSORIO <br />was found to be breathing. OSORIO’s breathing was measured at eight (8) to ten (10) breaths <br />which is below normal. <br /> indicated treatment of OSORIO included providing oxygen through a valve bag <br />mask to assist in OSORIO’s breathing. An intravenous (IV) access for hypovolemia was <br />attempted on OSORIO’s left arm, but was unsuccessful. An interosseous (IO) line was <br />established successfully in the left leg to administer 100ml normal saline. An occlusive dressing <br />was applied to OSORIO’s chest to address apparent gunshot wounds. A needle thoracotomy <br />was conducted on OSORIO’s right side chest. Three (3) doses of epinephrine were administered <br />to OSORIO, each dosage contained one (1) milligram. <br /> At approximately 1311 hours, OSORIO was transported via Care Ambulance to Western <br />Medical Center-Santa Ana, located at 1001 North Tustin Avenue, Santa Ana. and <br />continued care of OSORIO during transport that included cardio pulmonary resuscitation. <br />OSORIO was unconscious during all treatment and made no statements. <br /> At approximately 1317 hours, OSORIO arrived at Western Medical Center-Santa Ana. <br /> relinquished OSORIO’s care to emergency room personnel.
