After reviewing officer <br />and witness statements, Santa Ana Police Department reports, laboratory and identification <br />reports, communications radio traffic, incident scene photographs, and other relevant report s <br />and materials, the following summary of events was developed as a result of this investigation: <br />On March 11, 2015, at approximately 1251 hours, Santa Ana Police Department <br />dispatch received multiple emergency calls requesting the police respond to the area of 819
