· (Security Guard for Artist Village Apartments) <br />NARRATIVE: <br />Sunday, December 1, 2024 – 1738 hours: <br />Detective Sergeant M. Lemmon #3174 notified me of an officer-involved shooting that had just occurred in the area of <br />Broadway and 2nd Street in Santa Ana. Detective Lemmon requested I respond and assist with the investigation. <br />1841 hours: <br />I arrived near the scene and staged at the northeast parking lot of 1st Street and Broadway. The crime scene was <br />identified by crime scene tape on all sides. Uniformed patrol officers and marked police vehicles were present to <br />secure the scene, preventing vehicular and pedestrian traffic access. <br />2017 hours: <br />I checked into the scene with Officer A. Carrillo #3424. <br />2018 hours: <br />Sergeant L. Barragan #2937 briefed Detectives from the Santa Ana Police Department Homicide Unit, Inspectors <br />from the Santa Ana Police Department Professional Standards Unit, and Investigators California Department of <br />Justice on the initial investigation by patrol officers. <br />Sergeant Barragan said that on 12/01/24, at approximately 1708 hours, the Santa Ana Police Communications Center <br />received a phone call from a subject in the area armed with a shotgun. Officers arrived in the area but were unable to <br />locate anyone matching the description provided by the calling party. <br />At approximately 1732 hours, an additional caller advised a male was loading a rifle in the area of 116 N. Broadway. <br />At approximately 1733 hours, Officer I. Ibarra #3178 and Officer L. Casillas # 3755 located a subject, later identified <br />as , who matched the description previously provided by the calling parties. Officer Casillas <br />and Officer Ibarra contacted , who was standing along the western sidewalk of Broadway, between 1st <br />Street and 2nd Street. During the contact with , an Officer Involved Shooting occurred. was <br />transported to OC Global Medical Center, where he was pronounced deceased by Dr. at 1826 hours. <br />Santa Ana Police Officers canvassed the area for witnesses and surveillance footage. Refer to the attached <br />supplemental reports for further details on witness statements and surveillance footage obtained from the area of the <br />incident. <br />2043 hours: <br />Sergeant Barragan concluded the briefing. I walked the exterior of the scene, which was located near the eastern <br />driveway entrance to 300 W. 2nd Street (Artists Village Apartments) and extended to the southbound traffic lanes of <br />Broadway. The apartment complex had an open driveway entrance that led to a first-floor parking area. Three <br />additional floors were above the first-floor parking lot. There were additional apartments with eastern-facing windows <br />that provided an overhead view of the scene. <br />I was tasked with canvassing 300 W. 2nd Street and contacting the eastern-facing apartments that looked onto <br />Broadway with Department of Justice Special Agent M. Beavers, hereafter referred to as SA Beavers. <br />2142 hours: <br />SA Beavers and I contacted , who resided in apartment . recalled that sometime after <br />1700 hours, he was inside his office, which had windows that provided a view of Broadway. heard a loud <br />commotion coming outside. later heard approximately ten gunshots over three to four seconds. <br /> looked outside his window and saw police cars with their emergency lights and sirens on. Due to the angle <br />from his window, saw officers directing their attention to the area near the garage entrance. The officers <br />appeared to be holding firearms at the time. was unable to see who the officers were addressing near the <br />garage entrance, and he had no further information. <br />SA Beavers and I spoke with girlfriend, who also resided in apartment # . was in a <br />separate room and heard approximately five gunshots outside. heard sirens in the area and later looked outside <br />Santa Ana PD 2024-26142 Report by Enriquez, David 3082 71 of 90
