Narrative: Narrative <br />This report is only a synopsis of this incident. For additional information please review my <br />body worn camera (BWC) footage. During this incident, when it was safe to do so my BWC <br />was activated. Any breaks in the recoding were a result of stepping away from the involved <br />subject(s) to confer with my partners about the investigation. This recording was later <br />uploaded into the SAPD evidence system <br />2Q )ULGD\ $SULO WK DW DSSUR[LPDWHO\ KRXUV , ZDV ZRUNLQJ D WZRPDQ VXSSUHVVLRQ <br />unit specifically assigned to the Major Enforcement Team under the Metropolitan Division. <br />During this time, we were driving a clearly marked black SAPD vehicle and wearing marked <br />black and white SAPD uniforms. Det. McKee was the driver and I was the passenger. Our <br />mission is to compliment and directly support our community with targeted focus on violent <br />FULPH SUHYHQWLRQ PLWLJDWLRQ DQG SURDFWLYH UHVSRQVH <br />During this time we heard police dispatch over the radio of an officer involved shooting that <br />occurred in the area of Rosewood Avenue and Bishop Avenue. Officers involved in the <br />shooting transmitted via the radio that the male suspect was last seen running from the <br />scene of the shooting. <br />Det. McKee and I conducted a patrol check in the area of Shelton and Myrtle in an attempt to <br />locate the suspect. While driving our marked unit northbound on Shelton, towards Myrtle <br />Street, I observed a male subject, later identified as, Marvin Melgarejo, laying on his <br />stomach along the east sidewalk of Shelton Street. Melgarejo matched the description of the <br />suspect described by the officers involved in the officer involved shooting. <br />I contacted Melgarejo who advised me he had been shot. I observed Melgarejo had a <br />suspected gunshot wound to his left leg which was bleeding excessively. Det. McKee <br />applied a department issued tourniquet which stopped the bleeding. <br />I observed an additional suspected gunshot wound to Melgarejo¶s right leg which was <br />bleeding excessively. I applied a department issued tourniquet to Melgarejo¶s right leg which <br />stopped the bleeding. <br />I continued to evaluate Melgarejo and observed a suspected gunshot wound to his upper left <br />arm which was arterial bleeding. Det. Armstrong applied a department issued tourniquet to <br />Melgarejo¶s arm. The tourniquet was ineffective, causing Melgarejo¶s wound to continue to <br />bleed excessively. I placed my finger into Melgarejo¶s wound in order to plug the vein that <br />was bleeding which was effective. Det. Armstrong applied a second tourniquet to <br />Melgarejo¶s left arm which stopped the bleeding. <br />Orange County Fire authority arrived on scene and transported Melgarejo to the hospital. <br />Through the continued investigation, officers informed me that a resident located at <br /> had footage of the incident.
