Proclamation presented by Councilmember Phan to Nguoi Viet Daily News <br /> declaring April 30, 2026, as Black April <br /> MINUTES: Councilmember Phan presented a proclamation to Nguoi Viet Daily <br /> News declaring April 30, 2026, as Black April. <br /> STAFF PRESENTATION <br /> 6. Santa Ana Police Department 2025 Year-End Update <br /> MINUTES: Police Chief Robert Rodriguez provided a presentation regarding the <br /> Santa Ana Police Department 2025 Year-End update. <br /> Councilmember Hernandez inquired about the number of law enforcement involved <br /> fatal and non-fatal traffic collisions and the steps the department is taking to mitigate <br /> the number of those collisions. He hoped to see an effort to increase community <br /> policing. <br /> Chief Rodriguez reported that law enforcement-involved collisions are investigated <br /> by the police department. <br /> Mayor Amezcua thanked Chief Rodriguez for this work related to Senate Bill 43 and <br /> reminded everyone that she hosts to a neighborhood associations' meeting every <br /> month which is a great opportunity for any interested community leaders to meet <br /> with City staff. <br /> Chief Rodriguez spoke regarding Senate Bill 43. <br /> CLOSED SESSION REPORT—The City Attorney will report on any action(s)from Closed <br /> Session. <br /> MINUTES: City Attorney Sonia Carvalho stated there was no reportable action. <br /> PUBLIC COMMENTS--Public comments will be held during the beginning of the meeting <br /> for ALL comments on agenda and non-agenda items. <br /> MINUTES: City Clerk Jennifer L. Hall reported out the summary of email comments <br /> received: (11)Agenda Item No. 27 and seven (7) non-agenda comments. <br /> The following speakers addressed City Council in-person: <br /> 1. Sue Palik spoke regarding the pledge of allegiance andthe use of Council's <br /> discretionary funds. <br /> 2. Karen S. asked to meet with Mayor Amezcua and Councilmember Phan to discuss <br /> a private matter related to a grant program. <br /> CITY COUNCIL 5 APRIL 21, 2026 <br />
