These excessive <br /> speeds tend to occur outside of the peak hours when the volume on the roadway is well below <br /> capacity. The lack of traffic and friction that is caused by the proximity of vehicles close to one <br /> another results in drivers traveling faster than the posted speed limit— even when they are not <br /> aware they are doing so. <br /> 14 <br />
