FY2024 Urban Area Security Initiative Program Additional Funding <br /> May 5, 2026 <br /> Page 2 <br /> The Urban Area Security Initiative (UASI) program is approved by Congress through the <br /> Consolidated Appropriations Act of 2024, and implemented by the U.S. Department of <br /> Homeland Security (DHS) through the Federal Emergency Management Agency <br /> (FEMA), to assist high-density urban areas to strengthen the nation's communities <br /> against potential terrorist attacks and other hazards. The UASI program provides funds <br /> to local emergency first responders to enhance security and overall preparedness to <br /> prevent, respond to, and recover from acts of terrorism. The grant specifically provides <br /> funding for training, planning, equipment, exercises, and technical assistance. <br /> On December 2, 2025, the City Council approved the FY24 UASI Grant funding, which <br /> was utilized to fund various Council-approved projects, including the ReadyOC <br /> Emergency Preparedness Campaign, the "If You See Something, Say Something" <br /> SafeOC Public Awareness Campaign, portable mobile barriers, regional training and <br /> exercises, personnel costs, and the UASI portion of the City's Video Surveillance <br /> System. Since the previous approval, the UASI portion of the Video Surveillance <br /> System increased by $4,614 from $196,267 to $200,881. The City of Anaheim has <br /> allocated the additional $4,614 to compensate for the project increase. If approved, this <br /> Council action permits the Police Department to receive and spend the UASI funds from <br /> the City of Anaheim. <br /> ENVIRONMENTAL IMPACT <br /> There is no environmental impact associated with this action. <br /> FISCAL IMPACT <br /> Approval of the appropriation adjustment will recognize $4,614 in the FY 2024 Urban <br /> Area Security Initiative revenue account (no. 12514002-52001) and appropriate same to <br /> the Urban Area Security Initiative expenditure account for projected expenditure as <br /> follows: <br /> Fiscal Accounting Unit— Fund Accounting Unit— Amount <br /> Year Account No. Description Account No. Description <br /> UASI Cal OES <br /> FY 25-26 12514491-62300 OES UASI Anaheim, Contract $4,614 <br /> Services-Professional <br /> Total $4,614 <br /> EXHIBIT(S) <br /> 1.
