WHEREAS, since April 16, 2012, Sonia R. Carvalho of Best, Best and Krieger LLP <br /> ("BBK") has served as City Attorney in accordance with a legal services agreement. <br /> WHEREAS, the current Legal Services Agreement with BBK was entered into on <br /> November 2, 2021 and provides for annual performance reviews. <br /> WHEREAS, the City Council conducted the City Attorney's annual performance <br /> evaluation on April 21 , 2026 resulting in a positive performance evaluation. <br /> WHEREAS, City Attorney Carvalho declined to request additional payment adjustments, <br /> but has requested special assignment pay for specified confidential employees in the City <br /> Attorney's Office in order to have flexibility in assigning work that might otherwise be done <br /> by outside counsel at additional cost to the City. <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br /> FOLLOWS: <br /> Section 1 . The City Council hereby acknowledges that on April 21 , 2026 it conducted <br /> performance evaluations of the City Attorney, City Clerk, and City Manager resulting in <br /> positive performance evaluations for each. <br /> Section 2. Pursuant to the positive performance evaluations, the City Council <br /> approves a salary increase to $215,004, effective April 21, 2026, for the City Clerk; and <br /> approves an amended and restated employment agreement with the City Manager <br /> through August 5, 2030. <br /> Section 3.
