<br /> discretionary applications that required City Council, Planning Commission and/or Zoning Administrator
<br /> review in other jurisdictions. EPD understands that our team will be working closely with and as an
<br /> extension of City staff including the Planning Department, Neighborhood Initiatives, Building and Safety
<br /> Division, Public Works Agency, Parks& Recreation Department, Housing Division, Police Department,and
<br /> Orange County Fire Authority to review projects for consistency with the City's General Plan, Specific
<br /> Plans, City Municipal Code, and other relevant ordinances and regulations. Having worked as municipal
<br /> and County planners, EPD's seasoned team of planning professionals knows what it takes to conduct a
<br /> thorough review of plans and draft City comments on submittals. Our team of planners is experienced in
<br /> writing Staff Reports and drafting ordinances, resolutions, and Conditions of Approval.

<br /> City's Sunshine Ordinance. Our team regularly prepares and delivers staff reports and presentations
<br /> before City Councils, Planning Commissions, and other public boards for a wide range of planning and

<br /> URBAN INFILL DEVELOPMENT
<br /> EPD's entitlement experience includes major mixed-use and infill projects across the region. We recently
<br /> completed entitlements for the Westminster Mall Specific Plan in the City of Westminster as well as the
<br /> entitlements for the Euclid & Heil Residential project in the City of Fountain Valley. EPD completed the
<br /> EIR Addendum for the Compass at Red Hill infill residential townhomes in City of Tustin, which is building
<br /> on the previously certified Red Hill Area Specific Plan EIR and 2021 Addendum. EPD obtained entitlement,
<br /> including General Plan Amendments, Zone Changes, Development Agreements, Tentative Parcel Maps
<br /> and Site Development Permits to transform two defunct auto dealerships into thriving residential
<br /> communities in the heart of Foothill Ranch.
<br /> EPD understands the evolving legislative landscape shaping urban infill development. Assembly Bill 130
<br /> (2025) expands California Environmental Quality Act (CEQA) exemptions for infill housing projects under
<br /> 20 acres that meet affordability,environmental,and infrastructure criteria.EPD's planners are well versed
<br /> in these provisions and apply them strategically to help cities streamline project approvals, facilitate
<br /> housing production, and uphold the integrity of CEQA compliance.

<br /> EPD's leadership team is a statewide leader in environmental review under CEQA and NEPA. Our
<br /> senior/principal-level steam includes certified planners, environmental scientists, and engineers with
<br /> decades of experience preparing defensible environmental documentation and project-specific work
<br /> plans,schedules,and budgets that match client expectations with real-world delivery schedules.Ourteam
<br /> is capable of managing the preparation or the peer review of EIRs, Initial Studies, NDs/MNDs, and
<br /> Categorical Exemptions, integrating planning, technical, and legal perspectives to produce clear, legally
<br /> defensible documents.
