S.A. 12‐022 <br />Investigator: TOM CONKLIN Approved By: <br />Date of Report: 10/03/12 Date:10/03/12 <br />Page 3 of 7 <br />westbound toward the shopping center. also observed a subject lying on the <br />pavement. grabbed his video camera and started to videotape the scene through his <br />open south facing window, looking through the screen. <br /> observed a subject lying on the pavement behind the shopping center with <br />officers around him, possibly holding him down. observed the subjects feet moving <br />around as he was lying on the ground. Later, observed a subject being pushed from the <br />scene in a wheelchair. said as he was looking out his window videotaping he noticed an <br />unknown female resident standing west of his window possibly videotaping as well. <br />could not provide us with any further information reference the female. <br /> willingly provided me with the digital SD card from his video camera so that I <br />could take it back to the OCDAs office and make copies of the videos. On September 10, 2012, I <br />made copies of the (4) video files that had taken of the incident. <br /> Video #1 lasts approximately 7 ½ minutes, and starts after the shooting with several <br />police vehicles already at the scene and several more arriving. The video is initially filmed <br />looking through closed south facing window and screen. Approximately 3 minutes <br />into the video, focuses his camera on several police officers rendering aid (including <br />chest compressions), to a subject on the pavement. The subjects feet are moving back and <br />forth at the time. Approximately 4 minutes into the video a subject wearing a white long sleeve <br />shirt is wheeled past the scene in a wheelchair being pushed by one of the police officers. <br /> At approximately 5 minutes into the video opens the window and screen and <br />continues videotaping. In the latter parts of the video you can hear a females voice in the <br />background talking to someone else possibly on the phone. The female mentions having
