SANTA ANA POLICE OFFICERS ASSOCIATION
1607 NORTH SYCAMORE SANTA ANA, CALIFORNIA 92701-3513
\[714\] 836-1211 FAX \[714\] 836-6108

May 5, 2026

Dear Mayor Amezcua and Honorable City Council,
I am writing to express the support of the Santa Ana Police Officers Association for Item 28 on
the City Council agenda: the Ordinance Establishing Staffing and Operational Standards for
Self-Service Checkout Stations in Drug and Food Retail Establishments.
Since the introduction of self-checkout stations, gaps in their implementation have contributed
to an increase in shoplifting. This ordinance represents an important step in addressing
chronic retail theft and helping businesses reduce losses. Requiring adequate staffing at self-
checkout areas is a practical and effective measure to deter theft and discourage unlawful
behavior.
Our officers work around the clock to keep the city safe, but public safety is a shared
responsibility. This ordinance is one of many ways the community can partner with law
enforcement to maintain a safe environment. It sends a clear message that Santa Ana will not
tolerate retail theft.
We thank Mayor Amezcua for bringing this important measure forward and respectfully urge
the City Council to support public safety, local businesses, and the community by approving this
ordinance.

Sincerely,

SERGEANT JOHN KACHIRISKY
PRESIDENT
SANTA ANA POLICE OFFICERS ASSOCIATION

JK/mw
