EPD recently prepared an EIR for the Transit Villages Specific Plan (TVSP). The 947-acre Project <br /> area is divided into three planning areas surrounding three new San Bernardino County Transportation <br /> Authority(SBCTA)Arrow Passenger Rail line stations.The TVSP sets regulations for the community's long- <br /> term vision for compact, efficient, and environmentally sustainable development.As a form-based code, <br /> it emphasizes building form, mixed uses, strong pedestrian and transit-oriented development, and public <br /> realm improvements and amenities. EPD prepared and coordinated the technical studies analyzing air <br /> quality/GHG, cultural resources, energy, noise, VMT, and water supply. <br /> City of Redlands RHNA Rezone VMT Analysis,City of Redlands, CA <br /> Timeline: 2023 -2025 <br /> Project Description: This project included updates to the City's Housing Element to meet the <br /> requirements of the Regional Housing Needs Allocation (RHNA). The proposed RHNA Rezone Project <br /> included 24 sites, 18 of which required a change to the General Plan land use designation. EPD prepared <br /> a vehicle miles traveled (VMT) analysis for this project under three scenarios. Since this project would <br /> result in a significant VMT impact, mitigation measures including land Use measures, trip reduction <br /> programs, parking or road pricing, and neighborhood design and transit were also analyzed. <br /> EPD Solutions, Inc.
