(EPD) is pleased to submit this Statement of Qualifications (SOQ) to provide Specialized <br /> On-Call Planning Services to the City of Santa Ana.As a locally based firm headquartered in Irvine, EPD brings <br /> more than a decade of experience delivering comprehensive planning, entitlement, and environmental <br /> services for public agencies across Southern California. We have supported the City of Santa Ana since 2020 <br /> under on-call contracts for environmental, technical, and planning services—providing a depth of <br /> institutional knowledge that enables seamless continuation of our work with the City. <br /> EPD's philosophy of client service is built on readiness, experience, and communication. Our proposed <br /> team—Selena Kelaher, AICP (Specialized Planner), Terrance Smalls (Environmental Principal Planner), and <br /> Joey Mendoza (Senior Project Coordinator)—offers a balanced blend of municipal planning experience, <br /> entitlement management expertise, and environmental compliance capability. To ensure timely project <br /> delivery, EPD also maintains a deeper bench of planning specialists who can be readily deployed to support <br /> City staff during peak workload periods. EPD's team will ensure and prioritize smooth coordination with City <br /> staff, project consistency with the City's Specific Plans and Municipal Code, and efficient project reviews. <br /> We understand the City's vision for implementing the MainPlace(SP-4), Related Bristol(SP-5),and The Village <br /> Santa Ana (SP-6) Specific Plans and have direct experience processing entitlements and CEQA documents in <br /> the City. EPD's senior project manager, Selena Kelaher, was a Senior Planner with the City and worked on <br /> current planning projects.
