<br /> Since its founding, EPD has grown from a boutique environmental consulting firm into a multidisciplinary
<br /> planning and development advisory practice with more than 60 professionals supporting jurisdictions and
<br /> developers throughout California. Originally established to address a growing demand for legally
<br /> defensible CEQA documentation, EPD has since expanded into entitlement management, urban planning,
<br /> and policy advisory services, Over the past decade, EPD has completed hundreds of projects for public
<br /> agencies statewide, demonstrating consistent growth built on quality, responsiveness, and innovation.
<br /> EPD's Development Team cohesively integrates land use planning, entitlement processing, and policy
<br /> development services. We craft strategies and schedules that are specifically aligned with each client's
<br /> needs—reducing delays, maximizing public input at key milestones, and focusing attention on the most
<br /> critical issues. Our staff regularly support jurisdictions and clients in the preparation and implementation
<br /> of Specific Plans and Specific Plan Amendments, General Plans and General Plan Amendments, zoning
<br /> code updates,and development reviews on behalf of municipalities.This division's strength lies in bridging
