The development of the staged construction and traffic detours, closures or alterations to traffic <br />patterns will be included. The plan must detail the use of temporary traffic control devices, <br />such as cones, drums, barricades, and signs, all of which must comply with the California <br />MUTCD. Any temporary roadway must be engineered to the same design standards as new <br />construction, including alignment, pavement, markings, and pedestrian/bicycle facilities. <br />The TMP shall be developed according to Caltrans TMP Guidelines. TMP strategies include: <br />• Project Description <br />• Public Information <br />• Motorist Information <br />• Incident Management <br />• Construction Strategies <br />• Demand Management <br />• Alternate Routes (or Detours) <br />• Layout Sheets <br />• Typical Cross Sections <br />• Project Schedule <br />Although the TMP shall be prepared per Caltrans guidelines, it is anticipated that Caltrans <br />review and approval of the TMP shall be limited to portions impacting their right-of-way only. <br />12. AGREEMENTS & PERMITS <br />The Consultant shall provide technical support to draft and prepare cooperative agreements, <br />construction and maintenance (C&M) agreements, CPU approvals, and all noticing required <br />for the project. The Consultant shall provide technical support and prepare necessary <br />documents for the City as required for obtaining all permits needed for construction of the <br />Project. <br />Consultant shall, on behalf of the City, identify, prepare applications for, and assist in obtaining <br />the permits, clearances and agreements required by OCTA, SCRRA, CPUC, Caltrans, and <br />other public or private agencies/utilities or parties, for construction of the proposed facilities. <br />The Consultant shall submit permit applications as applicable; attend and organize meetings; <br />revise, edit and resubmit permit applications, plans, and exhibits as needed; and follow up with <br />the agencies as needed to assist the City in securing all required permits. The City shall pay all <br />application and permit fees through the Consultant as part of the agreement. <br />13. CONSTRUCTION SUPPORT <br />Consultant shall assist the City during the construction of the project by performing the <br />items below: <br />a. Engineering Support — Assist the City with the following: <br />i. Provide professional engineering services to address and respond to Requests for <br />Information (RFI's) from the contractor, <br />ii. Review shop drawing and materials submittals, <br />
