She expressed <br /> support for improvements along 98th Street and Jefferson Street, paramedic rate <br /> alignment, TOT taxes, and funding projects that provide community benefits. <br /> Acting Director Rosas explained the park maintenance cycle cuts. <br /> Executive Director Trinidad explained the navigation center contribution <br /> elimination. <br /> City Manager Alvaro Nunez asked for clarification regarding requested department <br /> cuts direction. <br /> Councilmember Lopez clarified her request on department cuts. <br /> Councilmember Penaloza spoke in support of the increase of TOT taxes, Willowick <br /> Golf Course, investing in economic development throughout the City, spoke <br /> regarding the Washington Square land purchase for future park development and <br /> suggested land swapping to acquire the property, spoke in opposition to additional <br /> dog parks being created, and inquired regarding a 7-Eleven gas station opening. <br /> Planning and Building Director Ali Pezeshkpour explained the causes of delay on <br /> the opening of the 7-Eleven gas station. <br /> Councilmember Vazquez echoed Councilmember Penzaloza's comment regarding <br /> investment in economic development, land swapping, TOT tax increases, and <br /> spoke in support of no park security cuts, paramedic realignment, consolidating <br /> boards and commissions, reducing the PAAL program to allow for other resources <br /> to be added for the youth within the City, and spoke of opposition to furloughs, <br /> however in support of defunding vacant positions. <br /> City Manager Nunnez clarified all departments within the City are up for discussions <br /> regarding furloughs. <br /> Councilmember Hernandez spoke in opposition to furloughing employees, however <br /> would be supportive if there is an equitable approach across all departments and <br /> suggesting meeting with labor groups to discuss regarding the budget, echoed <br /> Councilmember Phan's comments regarding the PAAL program, spoke in support <br /> of the Willowick Golf Course, the TOT tax increase, investing in a book kiosk at Pio <br /> Pico Elementary, and investing into the Police Oversight Commission. <br /> Councilmember Phan spoke on removing the Personnel Board and removing <br /> subsidizing costs for the City. <br /> Mayor Amezcua thanked staff on their work on the budget proposal. <br /> CITY COUNCIL 22 MAY 5, 2026 <br />
