EXHIBIT 1 <br /> 2026 - 27 Orange County Children's Therapeutic Arts Center (OCCTAC) <br /> Youth Employment Program <br /> 3. Population (2 pages max): <br /> A. Describe the total number of youth that will be served by this grant. -The WIOA program at <br /> OCCTAC will serve a total of 20 WIOA participants. The program will serve 15 out of school <br /> youth (ages 16β24) and 5 in-school youth (ages 16β24)for a total of 20 youth. <br /> B. Describe the age range of the youth that will be served βThe WIOA program will serve <br /> participants as young as 16 and as old as 24 years of age. <br /> C. Describe minimum requirements that youth need to have in order to be enrolled into your <br /> program. Aside from the basic WIOA requirements of being a Santa Ana Resident (16β24 yrs.), <br /> and having a right to work documentation, our participants have to complete the following: <br /> 1) complete a background check, 2) obtain a negative TB test, and 3) attend a mandatory <br /> orientation session before completing the eligibility documentation. <br /> D. Special consideration for organizations that can serve the following youth <br /> populations: 75%of Out-of-School youth (required); 10%of youth with disabilities; 10% <br /> of foster/emancipated youth; 10%homeless youth and 10%of youth on probation). For <br /> the past 15 years, OCCTAC has always exceeded the number of youth with disabilities <br /> served in this program. Also, in the past few years, we have also exceeded the <br /> percentage required for Foster youth in the program, thanks to our strong community <br /> partners and their referrals to OCCTAC.See below Table 2 for past Enrollment Numbers <br /> and percentages. <br /> Table 2- Percentages of Youth Population served at OCCTAC <br /> Youth Population 2015-16 2016-17 2017-18 2018-19 2019-22 <br /> Out of School Youth 75% 75% 80% 82% 80% <br /> Youth with Disabilities 25% 25% 50% 52% 50% <br /> Foster Youth 15% 15% 5% 0% 15% <br /> High School Dropouts 15% 30% 20% 9% 15% <br /> Youth on Probation 5% 0% 0% 0% 0, <br /> Homeless Youth 5% 5% 10% 4% 10% <br /> As seen on Table 2 above, OCCTAC has exceeded the minimum percentage required by this <br /> grant in most youth populations/categories, except for youth on probation. Therefore, this <br /> year we will expand our network and community partnerships to ensure the minimum of 10% <br /> for this target population. One new potential partner is Project Kinship, who serves youth on <br /> probation and is located in the same facility where OCCTAC is located! We have had some <br /> preliminary conversations on the possibility of getting referrals from them. See letter of <br /> support from our key community partners, including: the County of Orange, Social Services, <br /> (Foster Youth),Santa Ana Unified School District,TPP (youth with disabilities), Santa Ana <br /> College (out of school youth), and others. <br /> 3 <br />
