Adopt a Resolution to accept the State California Volunteers Award <br /> June 16, 2026 <br /> Page 2 <br /> application process to implement a Youth Service Corps - Santa Ana Youth <br /> Employment Program. <br /> On December 19, 2025, staff responded to a competitive request for application (RFA) <br /> with the California Volunteers office for their 2025-2026 Youth Service Corps. On <br /> February 6, 2026, staff received notification of the award and has been working with the <br /> State to prepare the necessary documents to receive the award. <br /> This award represents the City's third award from California Volunteers. The City has <br /> successfully administered two previous Youth Service Corps grants. In June 2022, the <br /> City received $4,497,514 to support a youth workforce development program that <br /> provided 400 youth participants with an average of 350 hours of paid work experience <br /> over a two-year period at various City departments and local nonprofit organizations. In <br /> June 2024, the City received an additional $2,000,000 and served more than 300 youth <br /> participants, who collectively completed 77,394 hours of paid work experience at a rate <br /> of$20 per hour. <br /> This proposed round of funding will support approximately 100 youth participants <br /> between the ages of 16 and 30. Participants will be compensated at a rate of$20 per <br /> hour and complete between 300 and 900 hours of work experience, depending on their <br /> assigned worksite and career pathway. In addition to the work experience component, <br /> participants will receive workshops and training to meet the goals for the program which <br /> include: (1) preparing youth for educational and career success, (2) expanding public <br /> service workforce pipelines, (3) strengthening community well-being by addressing food <br /> insecurity, and (4) enhancing quality of life through increased economic opportunity. <br /> The Santa Ana WORK Center will serve as the lead and primary service provider for the <br /> program, administering all core program functions including program compliance, <br /> tracking, reporting, recruitment, eligibility determination, orientation, worksite <br /> development and placement, payroll, participant supervision, case management, career <br /> counseling, supportive services (public transportation, gas cards, clothing, and <br /> assistance in locating child care), linkages with alternative secondary education and <br /> adult continuing education, and other appropriate referrals. In addition, the Santa Ana <br /> Public Library will provide digital literacy and online research workshops, while Working <br /> Wardrobes will deliver career-readiness training, including resume development, <br /> interview preparation, workplace professionalism, and professional attire assistance. <br /> Adoption of the Resolution will allow the City to execute the agreement with the State's <br /> California Volunteers office and obligate the funds for the grant period ending December <br /> 31, 2027 (Exhibit 1). <br /> FISCAL IMPACT <br /> Approval of the appropriation adjustment will recognize $1,500,000 in funds from <br /> California Volunteers State General Funds-State Grant-Direct account (no. 18318002- <br /> 52025) and appropriate the same amount to expenditure account (no. 18318763- <br />
