Dissolve Five Boards and Commissions <br /> June 16, 2026 <br /> Page 2 <br /> GOVERNMENT CODE §84308 APPLIES: No <br /> DISCUSSION <br /> On June 2, 2026, City Council unanimously approved for first reading Ordinance No. <br /> NS-3096, approving the budget for Fiscal Year 2026-27. As part of that budget <br /> approval, and as previously discussed during several Budget Workshops, five <br /> commissions have been recommended to be dissolved: Arts and Culture Commission, <br /> Environmental and Transportation Advisory Commission (ETAC), Historic Resources <br /> Commission, Parks, Recreation, and Community Services Commission, and Youth <br /> Commission. <br /> The proposed ordinance removes Division Nos. 4, 6, 7, 8, and 9 from Article IV <br /> (Officers, Departments, Boards and Commissions) of Chapter 2 (Administration) of the <br /> Santa Ana Municipal Code (SAMC) to dissolve the above referenced five commissions. <br /> Additionally, language has been added to Division 12 (Community Development <br /> Commission) and Division 5 (Planning Commission) of Article IV, Chapter 2, SAMC, to <br /> absorb the duties of the Arts and Culture Commission and the Historic Resources <br /> Commission, respectively. <br /> The proposed ordinance also amends a provision of Article VII (Regulation of the <br /> Planting, Maintenance, and Removal Trees) of Chapter 33 (Streets, Sidewalks and <br /> Public Works) of the SAMC to replace a reference to the ETAC with the Executive <br /> Director of Public Works. <br /> In addition, the proposed ordinance replaces each instance of"historic resources <br /> commission" with "planning commission" in SAMC Chapter 30 (Places of Historical and <br /> Architectural Significance), removes a reference to the historic resources commission in <br /> Section 41-653 of Division 1 (Generally) of Article V (Conditional Use Permits, <br /> Variances, Minor Exceptions, Amendments, and Development Project Plan Approvals) <br /> of Chapter 41 (Zoning) of the SAMC, and amends Table 1A of Division 1 (General <br /> Provisions) of Article XIX (The Transit Zoning Code, Specific Development No. 84) of <br /> SAMC Chapter 41 to replace "historic resources commission" with "planning <br /> commission." <br /> Pursuant to SAMC Section 2-325(1), the City Council has set compensation for City <br /> boards and commissions by resolution (Resolution No. 2023-093). The dissolution of <br /> the five commissions necessitates an updated resolution setting the compensation for <br /> the six remaining boards, commissions, and committees. <br /> Nothing precludes the City Council from evaluating the purpose of, or need for, any <br /> board or commission in the future and re-introducing them at a later date. <br />
