We recognize that organizational <br />priorities and conditions can evolve, and we appreciate the thoughtful approach to moving forward in a <br />way that is both responsive and strategic. <br />The JGA team brings over 600 combined years of experience serving as leaders in local government, <br />with deep expertise in strategic planning, organizational assessment, and leadership alignment. Our <br />approach is designed to provide meaningful insight, foster alignment, and support practical decision - <br />making that strengthens both leadership effectiveness and overall organizational performance. <br />Our familiarity with the City of Santa Ana and the City Attorney's Office allows us to provide a tailored, <br />practical approach to Department Strategic Planning that reflects both the organization's unique context <br />and its evolving needs. To that end, we have structured this engagement as a flexible, three -phased <br />approach with each phase designed to stand alone or build upon the previous phase. This structure <br />allows the City to begin with a focused assessment of current conditions and determine next steps based <br />on organizational readiness. Phase One, a Department assessment, is designed to gather confidential, <br />candid input from staff to develop a clear understanding of strengths, challenges, and opportunities. This <br />phase is not evaluative in nature but instead focused on building a fact base that reflects the lived <br />experience of the organization and provides leadership with the insight needed to make informed <br />decisions. <br />Should the City choose to proceed, Phase Two will focus on leadership alignment through facilitated <br />sessions that allow the Leadership Team to review findings, discuss priorities, and establish a clear path <br />forward. Phase Three builds on this foundation by expanding engagement to a broader strategic <br />planning and teambuilding off -site, reinforcing alignment, strengthening trust, and establishing a <br />practical roadmap to guide the Department over the next several years. <br />We are committed to providing a thoughtful, structured, and practical approach that supports the City <br />Attorney's Office in navigating current conditions while positioning the Department for long-term <br />success.
