EXHIBIT 2 <br />COASTAL CONSERVANCY <br />Staff Recommendation <br />April 17, 2026 <br />SANTA ANA RIVER: SANTIAGO PARK TRAIL AND HABITAT IMPROVEMENTS PROJECT <br />Project No. 19-020-04 <br />Project Manager: Danh Lai <br />RECOMMENDED ACTION: Authorization to disburse up to $2,925,000 to the City of Santa Ana <br />to implement the Santiago Park Trail and Habitat Improvements Project. This project will <br />consist of constructing site improvements in a. 5-acre area on the eastern end of Santiago Park, <br />including an accessible pedestrian walkway, native landscaping, lighting, and a pedestrian <br />bridge across Santiago Creek in Orange County. <br />LOCATION: Santa Ana, Orange County <br />EXHIBITS <br />Exhibit 1: Project Location Map <br />Exhibit 2: Project Photos <br />Exhibit 3: Project Letters <br />RESOLUTION AND FINDINGS <br />Staff recommends that the State Coastal Conservancy adopt the following resolution and <br />findings. <br />Resolution: <br />The State Coastal Conservancy hereby authorizes a grant of an amount not to exceed two <br />million nine hundred twenty-five thousand dollars ($2,925,000) to the City of Santa Ana ("the <br />grantee") to implement the Santiago Park Trail and Habitat Improvements Project. This project <br />will consist of constructing site improvements in a 5-acre area on the eastern end of Santiago <br />Park, including an accessible pedestrian walkway, native landscaping, lighting, and a pedestrian <br />bridge across Santiago Creek in Orange County. <br />Prior to commencement of the project, the grantee shall submit for the review and written <br />approval of the Executive Officer of the Conservancy (Executive Officer) the following: <br />1.
