Narrative: Narrative <br />On 3/11/19, at approximately 2101 hours, Officer Liggett and I were working a two man patrol function in a marked <br />SAPD unit when we responded to 1818 S. Evergreen Street to assist Gang Detectives who were involved in an officer <br />involved shooting. <br />It shall be noted that during the incident my department-issued Axon 2 body worn camera (BWC) was activated and <br />recording. All statements made below are summarizations of the facts and circumstances that shall not be taken as <br />all-encompassing of the event. For exact dialogue and sequence of events see BWC footage. <br />The following is a supplemental report of my participation following the incident. <br />Upon arrival, I positioned our patrol vehicle at the south entrance of the west alley of Evergreen and Occidental to <br />prevent traffic from entering the scene and tampering with evidence. I exited my vehicle and went to the location of <br />Gang Detectives, E. Solorio, E. Martinez, G. Bodnar, and D. Alcala. I observed Detective G. Bodnar with the suspect, <br />later identified as Oscar Alvarado-Penaloza. Due to the alley being a known hangout area for the Criminal Street <br />Gang known as Delhi, I positioned myself in front of Detective Bodnar and Officer Liggett with my firearm un- <br />holstered, while they were rendering aid to Alvarado-Penaloza. The alley was extremely dark and there were <br />residents exiting their residences yelling at the SAPD officers on scene. I used my flashlight in order to light up the <br />alley and see the residents entering the alley. Once more officers arrived on scene, I assisted Officer Babinksi and <br />Officer Pace expand the perimeter of the crime scene and instruct residents to go back into their residences. <br />I was later instructed by Detective Corporal D. Alcala to ride in the ambulance with Officer Liggett following in our <br />patrol vehicle while Alvarado-Penaloza was transported to Orange County Global Medical Center for treatment of his <br />injuries. I removed one of the handcuffs from Alvarado-Penaloza and handcuffed both of his wrists to the gurney. <br />Officer Liggett and I remained at Orange County Global Medical Center until we were later relived of our duties by <br />Officer Phan and Officer Meyers at approximately 0351 hours on 3/12/19. <br />This concluded my involvement in the incident. <br />K.
