Narrative: Narrative <br />7KLV LV D VXSSOHPHQWDO UHSRUW UHODWHG WR DQ RIILFHU LQYROYHG VKRRWLQJ XQGHU WKLV FDVH QXPEHU <br />On 3-11-2019, Officer K. Henderson and I were working as a uniformed police officers for the Santa Ana Police <br />'HSDUWPHQW , ZDV ULGLQJ LQ WKH IURQW SDVVHQJHU VHDW RI D PDUNHG SDWURO YHKLFOH DQG 2IILFHU +HQGHUVRQ ZDV GULYLQJ <br />At approximately 2100 hours, we responded to the east alley of 1800 S. Cedar to assist with an officer involved <br />shooting that had just occurred. I immediately recognized this area as being a high crime area known for gang activity <br />and violent crimes. More specifically, this area is commonly occupied by members of the Delhi criminal street gang. I <br />have responded to numerous calls for service and assisted with numerous investigations in this area related to Delhi <br />JDQJ PHPEHUV DQG YLROHQW FULPHV VXFK DV PXUGHUV DQG DVVDXOWV ZLWK ILUHDUPV DQG RWKHU GHDGO\ ZHDSRQV <br />Upon arrival, I saw a man (Oscar Alvarado-Penaloza) laying down and he appeared to be bleeding from his arm. <br />*DQJ GHWHFWLYHV ( 0DUWLQH] * %RGQDU DQG ( 6RORULR ZHUH SUHVHQW DQG 2VFDU KDG DOUHDG\ EHHQ KDQGFXIIHG <br />I assisted with the incident by rendering aid to Oscar. I first checked Oscar's body for injuries and located a gunshot <br />wound to his outer left forearm. There was also an exit wound to Oscar's inner left forearm. I checked Oscar's torso <br />and legs for additional gunshot wounds but did not locate any. I then applied pressure to the exit wound on Oscar's <br />arm until medics from the Orange County Fire Authority Engine-74 arrived and relieved me. While I applied aid to <br />Oscar, I saw what I believed was a silver and black semi-automatic firearm approximately five feet away from myself <br />DQG 2VFDU <br />Oscar was treated by the medics and then transported by CARE ambulance to the Orange Coast Global Medical <br />&HQWHU 2IILFHU +HQGHUVRQ URGH ZLWK 2VFDU LQ WKH DPEXODQFH DQG , GURYH EHKLQG WKH DPEXODQFH LQ RXU SDWURO YHKLFOH <br />I then remained at the hospital and watched over Oscar until properly relived by Officers S.
