Exhibit A- Scope of Work City of Santa Ana <br /> JP2017-Y2526 <br /> City of Santa Ana Youth Employment Program <br /> Funded by California Volunteers <br /> RFA#CV25-YSC04 <br /> Point of Sandy Barba, Workforce Specialist IV <br /> Contact: City of Santa Ana Community Development Agency <br /> sbarba@santa-ana.org <br /> (714) 565-2611 <br /> Section 1: Program Goal <br /> The City of Santa Ana seeks to expand youth employment opportunities and <br /> strengthen long-term career pathways for local youth by participating in the California <br /> Volunteers Youth Service Corps. Through this program, the City of Santa Ana will <br /> provide increased youth access to meaningful paid work experience, build a pipeline <br /> into public sector and community-serving careers, and enhance municipal capacity to <br /> address critical local needs in public service, education, and food insecurity. <br /> Santa Ana faces ongoing barriers that hinder young people from entering the <br /> workforce, such as limited entry-level opportunities, lack of work experience, and <br /> economic and social challenges that mostly impact low-income and historically <br /> underrepresented youth. This program aims to reduce these obstacles by providing <br /> structured work experience combined with mentoring, career exploration, and <br /> comprehensive support. <br /> Participation in this program directly supports several of the City's strategic goals: (1) <br /> preparing youth for educational and career success, (2) expanding public service <br /> workforce pipelines, (3) strengthening community well-being by addressing food <br /> insecurity, and (4) enhancing quality of life through increased economic opportunity. <br /> The program also reinforces the City's mission to deliver efficient public services in <br /> partnership with the community by cultivating a skilled, diverse, and service-oriented <br /> local workforce. <br /> With the support of this grant, the City will offer youth hands-on work experience <br /> across municipal departments and nonprofit agencies, complemented by skill-building <br /> workshops and individualized career guidance. These opportunities will increase <br /> youth employment readiness, expand interest in public service career pathways, and <br /> help address the City's operational needs in high-demand areas. The City's goal is to <br /> create a sustainable model that both improves youth outcomes and strengthens <br /> municipal capacity to serve residents. <br /> Section 2: Program Design <br /> The City of Santa Ana will implement the program in-house through the Santa Ana <br /> WORK Center, which has decades of experience operating high-quality youth <br /> workforce programs with seamless access to services for youth, connecting them with <br /> relevant programs and partners within the Youth Service Providers Network (YSPN). <br /> The WORK Center Serves as the central navigator for these partnerships, ensuring <br /> alignment with grant objectives and best practices in youth workforce development. <br /> The City has demonstrated capacity in administering and implementing two prior <br /> 1 <br />
