City of Santa Ana Youth Employment Program <br /> Funded by California Volunteers <br /> RFA#CV25-YSC04 <br /> All information required by the grant, including the total number of applications <br /> submitted, the number of open and filed positions, the number of youth enrolled, <br /> number actively serving during the reporting period, program exits, and total service <br /> hours, will be tracked through a combination of timesheet verification, supervisors' <br /> evaluations submitted each payroll cycle, and case management notes. The City also <br /> tracks the distribution of youth across the required focus areas of public service, <br /> education, food insecurity, and climate. This is collected at enrollment through <br /> worksite selection and validated monthly through worksite timesheets and supervisor <br /> check-ins. <br /> Priority population data, including low-income status, justice involvement, foster care <br /> history, mental health or substance abuse system involvement, homelessness, and <br /> other barriers, is captured at intake through the SAY Employment application, which <br /> mirrors the eligibility categories outlined by California Volunteers. This ensures <br /> accurate, real-time reporting of priority demographic data required at the state level. <br /> Survey data will be stored in the City's internal system and uploaded into the California <br /> Volunteers reporting platform (America Learns). Surveys will assess youth skills, <br /> career readiness, satisfaction, and progress toward career pathway goals. <br /> Additionally, contact information for each participant, including name, phone, email, <br /> zip code, worksite placement, and completion status, will be maintained for statewide <br /> communications and performance monitoring. <br /> The City's existing evaluation structure, where supervisors complete a short <br /> evaluation every payroll cycle, further strengthens accountability and provides <br /> qualitative insight into youth progress, soft-skill development, and areas needing <br /> coaching or support. These evaluations complement the state-required surveys and <br /> improve the accuracy of monthly reporting. Furthermore, we obtain success stories <br /> from our youth to gain their personal insight on their experience, as seen in <br /> Attachment C Success Stories. Through this integrated system of intake <br /> documentation, timesheet verification, evaluation tools, surveys, and ongoing case <br /> management, the City will fully meet California Volunteers' reporting requirements and <br /> ensure accurate, consistent, and timely submission of all program metrics and <br /> outcomes. <br /> Section 5: Budget/Staffing/Communications <br /> The City of Santa Ana is requesting $1,500,000 to serve 101 youth ages 16 to 30 from <br /> April 1, 2026, through December 31, 2027. The proposed budget is structured to <br /> prioritize participant wages and direct youth services while maintaining fiscally <br /> responsible administrative and operational oversight necessary to ensure program <br /> quality, accountability, and compliance. <br /> At least 50 percent of the total budget is dedicated to participant wages and wage- <br /> related costs to provide youth with meaningful, compensated work experience in high- <br /> quality worksites aligned with public service, food insecurity, and education.
