Contract Award For Residential Street Repair <br />Phase 14 and Cooperative Agreement <br />September 7, 2010 <br />Page 2 <br />The Notice Inviting Bids was advertised on July 7 and 9, 2010, and bids were opened on July 28, <br />2010. A summary of the bid invitations mailed, the bids received, and the bid results follows. <br />Santa Ana Contractors receiving notices: 1 <br />Contractors requesting bidding documents: 12 <br />Bids received: 4 <br />Bids received from Santa Ana Contractors: 1 <br />NAME OF RESPONSIVE BIDDER CITY BID AMOUNT <br />1. R.J. Noble Company Orange $5,047,312 <br />2. All American Asphalt Corona $5,069,069 <br />3. Excel Paving Company Long Beach $5,179,402 <br />4. Hardy & Harper, Inc. Santa Ana $5,333,000 <br />A total of four bids were received and all were responsive. The lowest bid was submitted by R.J. <br />Noble Company, for $5,047,312, which is below the Engineer's estimate of $5,624,800. <br />The cooperative agreement provides for the Redevelopment Agency to fund a portion of the costs <br />for the construction and rehabilitation of public improvements within the Merged Project Area. <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act, the proposed project is exempt from <br />future review. Categorical Exemption Environmental Review No. 2010-73 will be filed for the <br />project. <br />FISCAL IMPACT <br />The funding analysis shows a total estimated construction cost of $6,052,100 for the project <br />(Exhibit 2).
