Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution amending the Residential Parking Permit fee and the Soccer Surcharge fee <br />for Fiscal Year 2010-2011. <br />DISCUSSION <br />On June 7, 2010, the City Council adopted the Miscellaneous Fee Schedule for Fiscal Year 2010-11 <br />as part of the City's annual budget. The Miscellaneous Fee Schedule includes the Residential <br />Parking Permit fees. The approved fee schedule currently provides for the following Residential <br />Parking Permit fees: Option 1- $90/permit for Bi-Annual Renewal, Option 2- $50/permit for Annual <br />Renewal. <br />The adopted fees were increased from the previous year in an effort to achieve full recovery of the <br />City's costs to administer the program. However, to minimize the severity of the fee increase on <br />residents, a reduction of the Bi-Annual Renewal fee to $45/permit is recommended. In addition, to <br />maintain continuity with past fee renewal cycles, the Annual Renewal option will be deleted, and the <br />permits will continue to be issued solely on a bi-annual basis. For newly petitioned streets within <br />districts which are one year or less from their bi-annual renewal cycle expiration date, the fee will be <br />one-half ($22.50) of the full bi-annual fee for their initial permit. <br />Additionally, staff is recommending reducing the Adult Soccer Reservation Surcharge from $14 per <br />game to $14 per day. Currently, the seven adult organizations pay the City an average of $1,148 <br />per week in surcharge fees at the $14 per game rate. Reducing it to $14 per day will lower the cost <br />to an estimate amount of $392 per week. The purpose of the surcharge fee is to generate revenue <br />to convert a natural turf field to synthetic at the Dan Young Soccer Complex. This reduction in fees <br />will affect the timeframe for development of the new field. <br />55B-1
