Approve and adopt the Mitigated Negative Declaration <br />Environmental Report No. 2010-108 for the replacement of the First <br />Street Bridge over the Santa Ana River. <br />2. Approve an appropriation adjustment. Desigio Construction, Inc., the lowest <br />responsible bidder, in accordance with unit bid prices for the base <br />bid in the estimated amount of $1,598,092 for construction of <br />Riverview Neighborhood Water Main Improvements. <br />2.
