It is important to note that the <br />CDC reports blood lead levels in children age five and younger has declined 89 percent <br />between 1976 and 2004. The CDC reports that this decline is largely a result of the phase -out <br />of leaded gasoline and efforts by federal, state, and local agencies to limit lead paint hazards in <br />housing. _ <br />The County of Orange Health Care Agency collects statistics r g the number of children <br />age 16 and younger, with a blood lead level greater than o 10 mcg/dL, i.e., the CDC <br />"level of concern." If the inspection found potential lead - <br />based paint hazards, the subject property was tested — the average cost per test is $450. <br />Program staff indicates that procedures to comply with Title X has added approximately 30 <br />days to the typical housing rehabilitation project, but more importantly, staff reports that at <br />least some potential program participants may have chosen not to pursue City funds for <br />rehabilitation because of the added cost of lead -based paint hazard mitigation. <br />29 08/24/2010 <br />
