<br /> <br /> <br /> <br /> REQUEST FOR - <br /> COUNCIL ACTION m. <br /> CITY COUNCIL MEETING DATE: CLERK OF COUNCIL USE ONLY: <br /> SEPTEMBER 20, 2010 <br /> TITLE: APPROVED <br /> E3 As Recommended <br /> AGREEMENT WITH THE SERVICE O As Amended <br /> EMPLOYEES INTERNATIONAL UNION E3 Ordinance on 2 Reading <br /> E3 Ordinance on 2nd Reading <br /> 0 Implementing Resolution <br /> 0 Set Public Hearing For <br /> CONTINUED TO <br /> FILE NUMBER <br /> CITY MANAGER <br /> RECOMMENDED ACTION <br /> Direct the City Attorney to prepare and authorize the City Manager and Clerk of the Council to <br /> execute an agreement with the Service Employees International Union regarding wages and <br /> other terms and conditions of employment. <br /> DISCUSSION <br /> The City and the Service Employees International Union (SEIU) recently completed contract <br /> negotiations resulting in a new three-year Memorandum of Understanding (MOU). The MOU <br /> covers July 1, 2010 through June 30, 2013. <br /> The provisions of this agreement include: <br /> 1) Term: A three-year term, from July 1, 2010 through June 30, 2013. <br /> 2) Salary Increase: No salary increases throughout the term of this contract. <br /> 3) Furlough Days: Employees will furlough 20 days over 17 months for a total 160 hours <br /> starting in October 2010 and ending in February 2012. <br /> 4) CALPERS Retirement: SEIU employees will contribute an additional 1.7% to CaIPERS for <br /> the cost of the 2.7% at 55 service retirement benefit, for a total contribution of 8%. <br /> 5) Salary Step Increase: Freeze all step increases through June 30, 2011. <br /> 6) Vacation Cash Out: For fiscal years 2011-12 and 2012-2013, employees will defer the <br /> cash-out of longevity vacation leave time. Maximum cash out value per fiscal year is 100 <br /> hours for 2013-14, 2014-15 and 2015-16. <br /> 25F-1 <br />
