Box 1988, M31 <br />Santa Ana, CA 92701 <br />RE: TERMINATION OF SERVICE AGREEMENT WITH ABLE <br />Dear Mr. Ream: <br />By now I am sure you have he that on February 15, 201 1 , the Costa Mesa <br />City Council voted to withdraw from the Airborne Law Enforcement Services Joint <br />Powers Authority (ABLE). Costa Mesa's withdrawal from ABLE will take effect at <br />the close of the current fiscal year. <br />ABLE's Board of Governors, and the City Councils for Newport Beach and Costa <br />Mesa, has instructed their staff to explore the possibility of forming a new <br />regional partnership to provide air support to law enforcement within Orange <br />County. However, by the terms of ABLE's JPA, Costa Mesa's withdrawal has <br />caused ABLE to begin the dissolution process as ABLE will only be left with one <br />member agency. Therefore, pursuant to Term 7.03 of the Service Agreement <br />between the City of Santa Ana and ABLE, 1 have been authorized by ABLE's <br />Board of Governors to provide this notice that ABLE will be terminating the <br />Service Agreement effective at the close of business on June 30, 201 1 . <br />ABLE believes it has had a great 23 -year partnership with the City of Santa Ana. <br />It is our intent to continue to work with other air units within the county to form <br />some new regional program. Discussions have already begun with the Orange <br />County Sheriff's Department about a possible merger of the two air units. We <br />would welcome Santa Ana into such discussions and hope you would consider <br />working with us as we continue to explore various ways to provide air support to <br />law enforcement in a cost - effective and efficient manner. <br />
