d. A statement indicating that the donor understands such <br />donation of time is irrevocable. <br />3. At the close of the donation period, the department shall verify <br />that each donating employee has accrued vacation and/or <br />compensatory time balances sufficient to cover the designated <br />donation. <br />4. The department shall submit all approved donation <br />authorizations for an eligible employee at one time for <br />processing. No donation authorizations for the eligible <br />employee will be processed after this period. However, <br />employees who receive donations under this procedure and <br />who exhaust all donated hours may request an additional <br />donation period subject to the provisions of Section A, herein. <br />5. The City shall add the donated time to the recipient's sick leave <br />account. <br />21.3 Joint Labor Management Teams. The City and CASA agree to form Joint <br />Labor Management teams for the purpose of exploring issues of mutual <br />concern. Each team shall be comprised of an equal number of labor and <br />management employees and shall be chaired by the Executive Director of <br />Personnel, or his or her designee. In no case shall the activity of a team <br />create a delay or hindrance to the ongoing operation of the City. The City <br />and CASA shall hold an initial meeting no sooner than one (1) month of <br />ratification of this Agreement and upon CASA's written request to meet to <br />determine team composition, frequency of meetings and meeting <br />schedules. <br />The teams to be formed are: <br />A. Career Ladder/Job Family: for the purpose of developing career <br />ladder/job family series to be used in promotions or in the event of <br />layoffs; and <br />B.
