Funding Allocations for the <br />HUD HOPA Program FY 2D08 ~ ~0~ <br />dune 0~ <br />Page 2 <br />2. Authorize the E~ecuti~e Director of the Housing Authority to execute <br />a cooperative agreement with AIDS Service Foundation Grange County <br />in an amount not ~~ exceed 1~,D00 for ~ one-year term to administer <br />the wait list for the Tenant-Based Rental Assistance Program, <br />subject to non-substantive changes approved by the Executive <br />Director and Authority General Counsel. <br />~~~~UI~ <br />Since 19~, the City of Santa Ana has received federal funds through the <br />U,, Department of Housing and Urban Development THUD} for the Housing <br />opportunities for Persons with AIDS {HOP~A} Program to be used <br />countywide. The H~PA Program is designed to provide resources and <br />incentives for long-term comprehensive strategies to meet the housing <br />needs of persons with Acquired Immune Deficiency Syndrome MAIDS}. HUD <br />has allocated 1,4~~,000 to the City of Santa Ana far the fiscal year <br />~~08-009. <br />eligible activities for the HOPWA Program includes: 1} new construction, <br />acquisition and rehabilitation of affordable housing; ~} provision of <br />tenant-based rental assistance; ~} short-term rental aid mortgage payment <br />assistance to prevent homelessness; 4} supportive social services and <br />housing information services, 5} technical assistance; aid ~} <br />administrative expenses incurred ~~ jurisdictions coordinating local <br />programs. In allocating grant funds for eligible activities, the City of <br />Santa Ana is required to consider the service seeds of eligible persons <br />who reside throughout orange bounty, and approve funding for projects <br />which may be located anywhere within the bounty. <br />In order to ensure that the limited funds are prioritized, City staff has <br />worked closely with the Housing committee of the orange County HIS <br />Planning Council, the HIS Planning Council, and agencies throughout the <br />bounty of orange providing services to the HI~~AID community. on <br />February 11, ~~~8, ~ strategic planning meeting was held to determine <br />priorities for the fiscal year 2~~8-0~9 funds. Representatives from the <br />grange County Health Care Agency, service providers f ram throughout the <br />county, HIS/AIDS infected and affected individuals and City staff <br />participated in the meeting. <br />Based on the strategic planning meeting, the X008-~~09 fiscal year <br />funding recommendations were established. The recommended funding levels <br />are: l} 4~~,~~0 to continue the Tenant-Based Rental Assistance Program <br />with the Hauling Authority of the City of Santa who will subcontract with <br />AIDS Services Foundation Orange bounty to administer the wait list; ~} <br /> <br />
