All requests to speak shall be submitted in writing to the Clerk of the <br />Council. Speaker forms will be available at the meeting. <br /> <br />REQUESTS TO SPEAK SHALL NOT BE ACCEPTED AFTER THE PUBLIC COMMENT <br />SESSION BEGINS WITHOUT PERMISSION OF THE PRESIDING OFFICER.
