9. Provide 8 exercise controllers for a 1-day period. The controllers will <br />assist with exercise administration and control, and will lead the hot <br />wash debrief session(s) at the conclusion of the exercise. <br />10. Coordinate the development and participation of a Simulation Cell <br />(SIMCELL) if required. <br />11. Provide controller/evaluator and SIMCELL training describing the roles <br />and responsibilities of exercise controllers, evaluators, and/or <br />simulators. <br />12. Prepare and submit a draft AAR within 45 days of exercise completion. <br />Final AAR will be delivered no later than 60 days after exercise <br />completion. <br />13. Provide 8 vests to identify exercise controllers, 8 vests to identify <br />exercise evaluators, and up to 350 badges to identify exercise <br />participants, evaluators, controllers, and observers. <br />14. Assist with controller and evaluator training by providing a <br />Controller/Evaluator Briefing. <br />15. Debrief and record notes from the exercise controllers and evaluators <br />prior to exercise completion. <br />16. Prepare 10 hard copies and 2 CD-ROM copies of the report. <br />17. Prepare all documents in accordance with HSEEP standards. <br />Cost: $67,981.00 <br />D. Joint Hazard Assessment Team (JHAT) Drill. This drill will be used to evaluate the <br />planning, training, and equipment acquisitions of the Orange County Joint Hazard <br />Assessment Team. The drill will take place over 8 hours on one day, and will <br />include 120 participants. Willdan will provide support for this drill through completion <br />of the following items: <br />1. Coordinate and facilitate three planning meetings, and submit planning <br />meeting summaries to the exercise design team. <br />2. Develop a baseline scenario for use during the drill. <br />3. Develop and reproduce 20 copies of the exercise plan (EXPLAN) for the <br />drill. <br />4. Develop and reproduce 120 copies of the exercise Participant <br />Guides/Player Handouts. <br />5. Develop and reproduce 50 copies of the exercise Volunteer <br />Guides/Handouts. <br />6. Develop and reproduce 20 copies of an exercise Controller/Evaluator <br />(C/E) Manual, including evaluation criteria. <br />ASAUA HSEEP Year 1 Page 3
