8. Prepare all documents in accordance with HSEEP standards. <br />Cost: $32,971.00 <br />F. Orange County Intelligence Assessment Center Full Scale Exercise (FSE). <br />This FSE will test information sharing capabilities within the urban area, and seek to <br />evaluate the Orange County Intelligence Assessment Center's ability to analyze <br />terrorist threat information and disseminate threat indications and warnings to the <br />OAEOC and other agencies. This event will be a terrorism prevention exercise; <br />Willdan exercise planners and subject matter experts will utilize doctrine, policy, <br />and tools from the US Department of Homeland Security's Terrorism Prevention <br />Exercise Program (TPEP). This exercise will be delivered once, will be conducted <br />over 5 days, and will include 100 participants. Support for the Orange County <br />Intelligence Assessment Center FSE will be accomplished through the following: <br />1. Coordinate and facilitate three planning meetings, and submit planning <br />meeting summaries to the exercise design team. <br />2. Develop a baseline scenario for use during the drill. <br />3. Coordinate and facilitate two Master Scenario Events List (MSEL) <br />conference meetings. <br />4. Develop and reproduce 20 copies of the exercise plan (EXPLAN) for the <br />drill. <br />5. Develop and reproduce 100 copies of the exercise Participant <br />Guides/Player Handouts. <br />6. Develop and reproduce 20 copies of the exercise Red Team Manual. <br />7. Develop and reproduce 20 copies of an exercise Controller/Evaluator <br />(C/E) Manual, including evaluation criteria. <br />8. Produce a MSEL to support 5 days of Exercise play. <br />9. Coordinate the development and participation of a Simulation Cell <br />(SIMCELL). <br />10. Provide controller/evaluator and SIMCELL training describing the roles <br />and responsibilities of exercise controllers, evaluators, and/or simulators. <br />11. Provide 10 exercise controllers for a 5-day period. The controllers will <br />assist with exercise administration and control, and will lead the hot wash <br />debrief session(s) at the conclusion of the exercise. <br />12. Provide 10 vests to identify exercise controllers, 10 vests to identify <br />exercise evaluators, and up to 150 badges to identify exercise <br />participants, evaluators, controllers, and observers. <br />13. Assist with controller and evaluator training by providing a <br />Controller/Evaluator Briefing describing the roles and responsibilities of <br />exercise evaluation. <br />ASAUA HSEEP Year 1 Page 5
