The Willdan team will provide the following services in support of the <br />Anaheim/Santa Ana Urban Area Training and Exercise Program during Year 2 of the <br />exercise program (September 2011 - September 2012). <br />A. Critical Infrastructure/Key Resources (CI/KR) Tabletop Exercise (TTX).This <br />event is a discussion based exercise, which utilizes multi-media. Willdan facilitators <br />will guide participants through a scenario with accompanying discussion questions <br />focused on testing and validating the plans, policies, procedures, and equipment <br />used to respond to a terrorist attack on a CI/KR site within the ASAUA. This event <br />will be delivered once, take place over 8 hours on one day, and will include 100 <br />participants, drawn from ASAUA stakeholders. Willdan will provide all supporting <br />materials, such as documents, facilitators, audio/visual equipment, etc. Support for <br />the CI/KR TTX will be accomplished through the following: <br />1. Coordinate and facilitate up to 3 exercise planning meetings for the <br />tabletop (TTX) exercise <br />2. Provide a TTX invitation letter, and track RSVPs <br />3. Produce exercise participant badges, table tents, and conduct exercise <br />registration <br />4. Develop and reproduce copies of TTX SITMAN in sufficient numbers for <br />the exercise, but not to exceed 100 copies. <br />5. Provide and coordinate an appropriate number of facilitators to the TTX <br />6. Produce an AAR within 45 days of the exercise completion <br />7. Provide 5 hard copies and 1 CD-ROM copy of each report and submit to <br />the ASAUA Grants Manager <br />8. Prepare all documents in accordance with HSEEP standards. <br />Cost: $32,971.00 <br />B. Basic EOC Training Course. The Basic Emergency Operations Center (EOC) <br />Training Course, approved through P.O.S.T. and the California Office of Homeland <br />Security, provides participants with the necessary instruction to function in local <br />government EOCs using the NIMS/SEMS procedures and guidelines. During this <br />24-hour course, Willdan instructors will cover the following subjects: <br />1. The essential elements related to an EOC and how the local EOC <br />coordinates with the regional, state and federal entities. <br />2. The principles associated with disaster management, role of the EOC <br />and goals of emergency/disaster management. <br />3. Principles for an effective EOC operation. <br />4. Multi-Agency Coordination System principles of NIMS and the <br />application to an EOC. <br />ASAUA HSEEP Year 2 Page 1
