Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a third amendment to the <br />consultant agreement with United Inspection & Testing, Inc. for testing and inspection services, <br />increasing compensation by $100,000 for a total agreement amount not to exceed $536,338, <br />subject to nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />In January 2008, the City Council approved an agreement with United Inspection & Testing, Inc. <br />for testing and inspection services on the City's capital improvement projects. To ensure high <br />quality of the work, a variety of tests and inspections are to be performed for the workmanship <br />and construction materials used on the job, including Portland cement concrete, asphalt <br />concrete, cement-treated base, subgrade soil, etc. In the past, part of those tests and inspections <br />were provided by the County's materials laboratory but the County staff is busy with their capital <br />improvement program and is oftentimes unavailable for our projects. United Inspection & Testing, <br />Inc. has been providing these services for the City's Residential Street Repair program and other <br />City projects for the last three years. <br />The agreement was amended previously to comply with the updated prevailing wages <br />requirement and funds in the contract will be exhausted soon. Sixteen projects are under <br />construction, which need quality control services on a regular basis. Since United Inspection & <br />Testing's prices are still competitive with other firms providing the similar services, and in order to <br />keep continuity of these services, staff recommends an amendment to the contract, adding <br />$100,000 to the not-to-exceed contract amount. United Inspections' services will be provided only <br />on as-needed basis when requested by the inspectors. <br />25D-1
