REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 4, 2010 <br />TITLE: <br />AGREEMENT WITH KNOWLEDGE & <br />INTELLIGENCE PROGRAM <br />PROFESSIONALS (KIPP) FOR TERRORISM <br />LIAISON OFFICER TRAINING SERVICES <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on l'tReading <br />❑ Ordinance on 2nd Reading ❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of Council to execute the attached agreement with <br />Knowledge & Intelligence Program Professionals (KIPP), to provide Terrorism Liaison Officer <br />Training services to Anaheim /Santa Ana Urban Area in an amount not to exceed $200,000, <br />subject to non - substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The United States Department of Homeland Security developed the Urban Areas Security <br />Initiative (UASI) funding program. UASI provides funds to local emergency first responders to <br />enhance security and overall preparedness to prevent, respond to, and recover from acts of <br />terrorism. The grant specifically provides funding for anti - terrorism equipment, planning, training, <br />and exercises. The City of Santa Ana has fiscal responsibility for the FY09 UASI grant for the <br />Anaheim/ Santa Ana Urban Area which encompasses the 34 jurisdictions in Orange County. <br />The grant calls for a Terrorism Liaison Officer Training Program. This program creates a process <br />for information sharing between local first responders from all disciplines as well as with local, <br />state and federal intelligence fusion centers. Knowledge & Intelligence Program Professionals <br />(KIPP) was chosen as it met all of the listed specifications outlined in the request for proposals <br />which was initiated in August, 2010. <br />FISCAL IMPACT <br />Funds are available in the FY 2009 UASI Grant Program through Project J — Information Sharing <br />fund account (no.12514407- 62300 - 10425701187) as approved by the City Council with <br />Resolution No. 2009 -042. <br />25A -1 <br />
