Miller, representing Foundation for Affordable Housing, spoke in support of <br />the project. <br />Gregory Matheson, representing Orange County Goodwill Industries -Director <br />Special Projects & Program Development, spoke in support of the project. <br />1 <br />Ellen Michael, PBS & J Environmental Consultant, commented on the mitigation <br />measures contained within the Mitigated Negative Declaration (MND) and how <br />they addressed the public's concerns related to potential construction impacts. <br />The public hearing was closed. <br />1 <br />MOTION: Recommend that the City Council: <br />1. Approve and adopt the Mitigated Negative Declaration and Mitigation <br />Monitoring Program, Environmental Review No. 2005-42. <br />2. Adopt a resolution approving General Plan Amendment No. 2008-02. <br />3. Adopt an ordinance approving Amendment Application No. 2008-11. <br />4. Adopt a resolution approving Site Plan Review No. 2009-02. <br />5. Planning Commission modified the Planning Conditions to request the <br />developer to meet with the adjacent neighbors to discuss the appropriate <br />westerly wall height and added a mitigation measure to the Aesthetic <br />section of the MND to require the removal of graffiti on the construction <br />site or upon any construction site screening within 24 hours. <br />MOTION: Leo SECOND: Mill <br />VOTE: AYES: Alderete, Betancourt, Gartner, Leo, Mill, Yrarrazaval (6) <br />NOES: None (0) <br />ABSTAIN: Turner (1) <br />ABSENT: None (0) <br />Commissioner Turner returned to Council Chambers. <br />Public Comments (for items not on the agenda) <br />No public members spoke. <br />STAFF AND COMMISSION COMMENTS <br />2. Staff Comments <br />Planning Manager Haluza announced that some staff members received LEED <br />sustainability training. <br />3. Planning Commission Comments <br />Commissioner Mill requested Code Enforcement assistance at 5505 W. Campion <br />to require property owner to remove a Christmas tree. <br />1 <br />Commissioner Yrarrazaval <br />Thanked PWA on Edinger Street improvements by Carr Intermediate School. <br />Indicated that the meeting scheduled for March 23rd to receive Commissioner <br />in put on the proposed restructuring of Commissions conflicts with the <br />regularly scheduled meeting of the Planning Commission on March 23ra <br />Vice Chairman Alderete stated that the increased Police enforcement at the <br />intersection of Memory Lane and Bristol Street has improved circulation and <br />safety at that intersection. <br />Planning Commission Minutes <br />4 <br />March 9, 2009 <br />
