RECOMMENDATION: <br />Recommend that the City Council: <br />1. Adopt an ordinance approving Zoning Ordinance Amendment No. 2009-03. <br />2. Receive and file amendments to the Citywide Design Guidelines. <br />Associate Planner Melanie McCann presented the staff report and <br />recommendation. <br />Written communication in support of project was received from Robert Siebert, <br />Conservation Chair with the Executive Committee of the Orange County Group <br />of the Sierra Club dated April 25, 2009. <br />The public hearing was opened. <br />Public members speaking in support of the project: <br />Tish Leon with Downtown Neighborhood Association and Parks & Recreation <br />Commissioner, recommended bicycle racks in the downtown area; Phil Bacerra; <br />Sandra Viera with Latino Heath Access and Healthy Eating Active Community <br />Site; and Roy Shahbazian, employed at 17th & Bristol (provided Commissioners <br />with a copy of OCTA -The Rack Element, Figure 2.15: Recommended Short- <br />Term Bicycle Parking Facilities). <br />Planning Manager Haluza recommended refining the language for Section 41- <br />1307.1, by adding a subsection G, allowing for flexibility in the placement of any <br />required bike racks by allowing it to be placed in either an existing parking stall or <br />in a landscape setback area. <br />The public hearing was closed. <br />Commissioners Yrarrazaval and Mill expressed concerns with the C3 and C3-A <br />exemption. Associate Planner McCann indicated that the Public Work Agency is <br />coordinating the installation of bicycle rack(s) at two locations on Fourth Street. <br />Collaboration between Downtown business interests and City staff may identify <br />additional bicycle rack opportunity areas. <br />MOTION: Recommend that the City Council: <br />Adopt an ordinance approving Zoning Ordinance Amendment No. 2009-03, <br />modifying Section 41-1307.1 to add a subsection G allowing for flexibility in <br />the placement of any required bike racks by allowing it to be placed in either <br />an existing parking stall or in a landscape setback area, and that a report be <br />provided to the Planning Commission in six months, a year, and annually <br />thereafter regarding plans to incorporate additional bicycle parking spaces in <br />downtown Santa Ana. <br />2.
