Associate Planner Melanie McCann presented the staff report and <br />recommendation. She introduced project team members that were present: Mark <br />Hoffman with The Planning Center, Housing & Neighborhood Development <br />Manager, Shelly Landry-Bayle, Planning Manager Karen Haluza and Principal <br />Planner Sergio Klotz. <br />No written communications were received. <br />The public hearing was opened. <br />Public speaking in support of the Housing Element: Barry Cottle with C&C <br />Development, an affordable housing company, and Cesar Covarrubias with the <br />Kennedy Commission. <br />The public hearing was closed. <br />MOTION: Recommend that the City Council: <br />1. Approve and adopt the Negative Declaration, Environmental Review <br />No. 2009-51. <br />2.
