DISCUSSION OF GENERAL PLAN HOUSING ELEMENT UPDATE <br />Associate Planner Melanie McCann introduced Mark Hoffman, Senior Planner <br />with The Planning Center, who provided an overview of the Draft Housing <br />Element "Volume I -Framework." Mr. Hoffman presented a proposed housing <br />vision, goals, policies, and programs to address current and future housing <br />needs in Santa Ana. The public participation process that shaped the draft <br />Framework was also highlighted. <br />Mr. Hoffman referenced State Housing Element law, and the proposed strategy <br />to address Santa Ana's 3,393 Regional Housing Needs Allocation for 2006- <br />2014. The discussion ensued regarding programs to preserve and improve <br />neighborhoods, increase housing supply and diversity, support affordable <br />housing, preserve at-risk units and address housing for special needs <br />populations. <br />1 <br />Public Comments: <br />Roy Alvarado voiced concern that the City needs to provide more communication <br />with neighborhoods regarding notification of new projects. <br />Eusebio Rios voiced concern that there were too many liquor licenses being <br />issued in the Santa Anita neighborhood. <br />1 <br />I.
