CITY COUNCIL MEETING DATE: <br />OCTOBER 18, 2010 <br />TITLE: <br />RESOLUTION AUTHORIZING <br />SUBMITTAL OF LAND AND WATER <br />CONSERVATION FUND GRANT <br />PROGRAM APPLICATION FOR THE <br />MCFADDEN AND ORANGE PARK <br />SITE <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />As Recommended <br />As Amended <br />Ordinance on 1s` Reading <br />Ordinance on 2"d Reading <br />Implementing Resolution <br />Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the submittal of a Land and Water Conservation Fund grant <br />application in the amount of $300,000 for the development of McFadden/Orange Park. <br />DISCUSSION <br />The State of California Department of Parks and Recreation is accepting grant applications for <br />the Land and Water Conservation Fund Program (LWCF). The LWCF Program was established <br />through federal legislation in 1965 and has been instrumental in the development of parks <br />throughout the United States. The LWCF apportionment for this year is approximately $2.1 <br />million, of which 60% is identified for Southern California and 40% for Northern California. <br />The LWCF Grant Fund requires a dollar for dollar match of non-federal money, with an exception <br />made for Community Development Block Grant funds. Applications are due on November 1 , <br />201 O. Phase I, which consists of a community garden and playground, will be built with volunteer <br />help with the assistance of the Kaboom organization. This LWCF grant would provide funding to <br />develop Phase II of McFadden/Orange Park Site. Currently, the agency is meeting with the <br />community to identify park improvements for this site. Basic improvements may include irrigation, <br />landscaping, picnic areas, walkways, bike racks, fencing, etc. <br />FISCAL IMPACT <br />Th?e/r?e, is no fiscal impact?/associated with this action. <br />?-7/?i <br />Gerardo Mouet <br />Executive Director <br />Parks, Recreation and Com.
